What is meant by ministerial responsibility?

The government consists of the Queen and the ministers. Article 42 of the Constitution, which dates from 1848, provides that the ministers, and not the Queen, are responsible for affairs of government. The ministers are answerable to Parliament for all legislation and for what the Queen says and does.
