At the request of ministers and state secretaries, the Office submits government documents such as Acts of Parliament, Royal Decrees and treaties to the Queen for her signature, and informs the Queen of the contents of these documents. No one may sign on behalf of the Queen as in the Dutch constitutional system she has no deputy. It follows that even when the Queen is abroad documents are submitted to her for signature. This is one reason why the Queen is accompanied by a member of the staff of her Office when she is abroad.
